autumn 78 and i believe the reason for doing it was the aniversary of the statue so they decided to clean the whole area up and to close the toilets, however they got the year wrong!!, ive got the photos of when i opened it up but i would assume that someone else has uploaded those, interesting photo tho, all they achieved tho was to make an area where the crack heads jacked up in and the winos to charge their mobile phones
