Permanent Graffitti

To what building does this wall with these initals belong?
Newlyn Art Gallery? It was inaugurated under this new name c 1984 perhaps, having been the Newlyn Orion. There were changes to the building at the time.

Clues too cryptic for my pea brain - other than the bus reference! I headed out along The Strand in one of my answers which turned out to be wrong direction. I'm thinking it must be up Chywoone Hill - or is there still a bus route up Newlyn Coombe?

'Minors' - could be children? 'Drilled' - could be a dentist? Where 'Tin' comes into it, I'm not sure! I'm stumped - any possibility of a further clue?!

Incidentally, the Gallery was built to honour John Opie, our painting magician and master, it only took the name Orion when in 1975 it was run by the owner of the Morrab Road Orion gallery.
