how can this sign exist? A private parking area owned by Cornwall Council (That is we the rate payers). Or is it 'privately' owned but with a small (£100) penalty enforced by CC ? Could do with that outside my house!

I'm not sure if I am right on this, but it looks like the car park of lo-cost which is now named the co-op? but I'm not sure if the walls were this white?...oh well its worth a try anyways!
