Where is this and what is it?

Well, I reckon this is direct evidence that stone age man ate ice cream, this one was dropped and became fossilised over hundreds of years ... right? wink#
 
Is this in the grounds of St Mary s Church - if so it could be the top of the steeple from the old church/chapel that was previously on the site.
 
Is that salt encrustation, or lichen? If it s the latter, would a salty environment such as the Mount be conducive to lichen growth?
 
It is not the old St Mary s steeple top, that is more elaborate - trepolpen has posted a picture already, as well as the Rafferty cross. The curious thing here is that the left side is quite worn; I am not sure whether that is lime or lichen. The base appears broken, rather than cut. Stone walls 1890-1920? New slatework on the left?. New gravel.
 
Not a rope tie or on the Mount nor in St Mary s Churchyard. Congratulations, by the way, to agendall on his splendid (Cornish golden pool balls?) avatar wink#
