Where precisely might one be so foolish as to use this name?

This is nonsense even in Cornish! It means 'House of the House' or 'the House House'! The hyphens are not really needed either, by the way.
St Ives, right where the old central slipway is. I wonder if House by the House, referred to a specific house, such as Custom House. When the name was given, there were very few houses or buildings along that stretch, mostly being to the South. Any buildings here would have some significance as a result. It was not until Lelant harbour became silted and unuseable that St Ives became a harbour as such.

Excellent stuff again, Treeve, and Poppy who suggested St Ives! By the way, I study tautology i.e. I looked it up in my Chambers dictionary and found that it means use of words that pointlessly mean the same thing ! Thanks for your erudition, BOP!
